Resident planners speed up construction of beautiful countryside in Hangzhou

Jin is a designer from a public architectural design institute in Hangzhou, Zhejiang Province (East China). Since October 2018, he has worked as a part-time resident planner for Tianmushan Township in Lin’an District of Hangzhou. Every week, he goes to work in the township 80 kilometers from the city center. Hangzhou for two working days.

In Baihe Village of Tianmushan Township, carefully constructed new houses show a unique and attractive style belonging to canal towns in the lower reaches of the Yangtze River.

Jin participated in the planning, design and construction of these houses, making them well integrated into the natural environment and the surrounding structures of the village.

Villager Wang Zhihong is one of those who benefited from the facelift. He earned nearly 6,000 yuan ($893.4) ​​renting out the guest rooms in his house, designed and built by Jin.

According to Zhao Haifeng, deputy mayor of Tianmushan Township, some rural structures in the township were once oversized and encroached on neighboring properties or roads, and some did not fit into the surrounding natural landscape or traditions.

To solve the problem, Zhejiang Province, from June 2017, encouraged townships and sub-districts to invite resident planners to offer comprehensive and multi-dimensional technical services and guidance on planning, construction and management. local structures.

Since 2017, Lin’an District has completed planning for the development of 13 townships under its administration. Under the direction of the resident planners, the structures of the 222 local villages were built according to the design plans and fit perfectly into the environment.

“Planning and design is not just about office work. Big plans are worked out on the ground,” Jin said, adding that many of his design plans had been improved as a result of on-site surveys.

In early 2021, Tianmushan Township planned to demolish an unused school building and build a neighborhood service center on the original site. After a field visit, Jin suggested converting the main body of the school building into a neighborhood service center. He also proposed detailed transformation plans, including strengthening the main body, installing an elevator, and modifications for the elderly.

Finally, Jin’s plan was adopted because it avoided massive demolition and construction, shortened the construction period, and reduced overall costs.

During the construction of the service center, Jin frequently visited the construction site to provide suggestions on the details of construction tasks, based on extensive solicitation of villagers’ opinions, such as the slope of the ramp on the road and the height of the fence for the playground.

Jin also played an important role in transforming Yueliangqiao Village of Tianmushan Township from an obscure mountain village to a popular tourist destination with vintage-style B&B hotels and pleasant natural surroundings.

He participated in all stages of the transformation of the village, from the development of the development plan to the development of ornamental species. He also inspected construction sites to ensure the project was progressing steadily and participated in acceptance inspection and project evaluation.

“The value of planning lies in the implementation,” Jin said, explaining that resident planners should do a good job in tasks following planning, such as reviewing construction plans, managing construction. , long-term operation and maintenance, to ensure the proper execution of planning.

Last year, Yueliangqiao Village received more than 200,000 visitors and saw its collective economic income exceed one million yuan. Meanwhile, families running B&B hotels in the village have also significantly increased their income.

Since Jin was employed as the resident planner of Tianmushan Township, he has reviewed more than 50 design plans and provided guidance for the implementation of more than 30 projects. So far, he has offered more than 100 advice to relevant projects in the township, of which more than 90% have been adopted.

By providing suggestions and guidance on adjustments to local planning and design plans, Jin has helped relevant projects save more than two million yuan in investment.

Currently, 1,099 resident planners like Jin are working in 118 counties in Zhejiang Province. They have provided local authorities and populations with on-demand services more than 4,200 times, covering various aspects of rural development, including planning and design implementation, quality and safety management in the construction and development of the industrial chain. They play an increasingly important role in improving the living environment of rural areas.
